OFFICERS
Victor L. Hernandez
Victor
Hernandez, nominated for Chair of the Board, has been in the NDE profession
more than thirty years, having an extensive background in business management,
quality systems, and nondestructive examination. Hernandez started his
career in the Air Force and over the years has worked in various management
positions at different Fortune 500 companies. He is currently employed
by SBM Atlantia, a world leader in designing and building sophisticated
floating vessels used for gas and crude oil offshore drilling, production
and storage facilities. His responsibilities as the quality and health,
safety and environment manager are to provide oversight of a $1.3 billion,
four-year contract to fabricate three offshore drilling vessels.
Hernandez is an ASNT NDT Level III and
ACCP Professional Level III in five NDT methods and also holds national
certifications with other professional organizations. Hernandez graduated
from Nova Southeastern University with a B.S. and has done postgraduate
work in pursuit of an MBA. He completed a management program with Loyola
University and is certified as a Six Sigma Black Belt.
Hernandez joined ASNT as a student in
1974 and has been actively involved with the Society since 1987. At
the national level, he was elected in 2005 by the membership to serve
as secretary/treasurer and is now president of the Society. In addition
to his current service on the Board of Directors, Hernandez is also
a regional director, serves as chair of the ANSI/ASNT CP-189
Interpretation Subcommittee and is a member of the ISO Review and Standards
Development committees. At the local level, he has served as section
chair, vice chair, secretary/treasurer and director; he remains involved
with his section in New Orleans serving on various committees.
Throughout Hernandez’s career, he
has received numerous awards for his contributions to NDT and in 1993
was selected by the Society as an ASNT Fellow.
Jocelyn A. Langlois
Jocelyn
Langlois is the nominee for ASNT president. Langlois currently holds
ASNT NDT Level III certification in ultrasonics and has been an active
volunteer in the Society for more than 15 years.
She has been employed by Sigma Transducers,
Inc. for over 18 years.
Prior to Sigma, Langlois worked in the
medical application of ultrasound, including beta testing of acoustical
holography for the detection of breast cancer. Following this experience,
she attended the International Ultrasound Institute in Dallas, Texas.
In ASNT, at the local level, she has served
as educational director, secretary, treasurer, vice chair and chair,
as well as regional director. Langlois has also been active locally
in bringing NDT career information to the schools since 1996. At the
national level, she first joined the Section Operations Council (SOC)
in 1995 as secretary of the Membership Division, after which she become
chair of that division in 1996. She served as the Membership Division
chair until 2000, when she was elected vice chair of SOC, and was Council
chair from 2002 to 2004. In addition, she is the Regional Directors
Division chair for the Council. From 2002–2005, she served as
the Council’s representative to the Board of Directors. She currently
serves as a member of both the Business and Finance Committee and the
Strategic Planning Committee. Additionally, she has been appointed to
numerous ad hoc committees formed by the ASNT chair of the Board. She
has enjoyed meeting members at the numerous sections she has visited.
Langlois is also active in ASTM as a member
of the E07 Committee on Nondestructive Testing; she is currently vice
chair of the Ultrasonics Subcommittee and is considered “owner”
of E 1065: Standard Guide for Evaluating Characteristics of Ultrasonic
Search Units. She is a member of AWS and the Canadian Institute
for NDE.
Joel W. Whitaker
Joel
W. Whitaker, ASNT’s nominee for vice president, is an NDT Level
III and Site Supervisor for the Tennessee Valley Authority (TVA) Inspection
Services Organization (ISO), which he joined in 1981. ISO is responsible
for providing NDT and quality control testing services to TVA’s
electric power generating plants, which include fossil, nuclear and
hydro. His career spans over 28 years, with an extensive background
in NDT applications, engineering, management and finance. He holds a
B.S. in NDT science from Athens State University, and is an ASNT NDT
Level III and ACCP Professional Level III in MT, PT, UT and VT. He holds
extensive UT qualification in the nuclear power Performance Demonstration
Program and is an AWS Certified Welding Inspector.
A dedicated contributor to ASNT, Whitaker
is extremely active locally and nationally. Locally, he served the Chattanooga
Section through various committees, presentations and educational programs.
He’s served as the Section chair, vice chair, secretary, treasurer,
education chair and on the Board of Directors. At the national level,
he serves as the Certification Management Council Level III Chair and
member of the Technical and Education Council’s MT/PT Committee.
From 2003 through 2006 Whitaker served on the ASNT Board of Directors
and on numerous Board ad hoc committees. He has also served as Session
Monitor chair, and on the Host Committee for the Birmingham Spring Conference,
Outstanding Paper Award Committee, and the Strategic Planning Committee.
He’s presented short courses on the national and section level.
Whitaker has published papers and been a contributing author for articles
in Materials Evaluation and The NDT Technician.
His corporate experience in nuclear management
provides a platform for his conservative fiscal budgetary planning,
clear vision of financial goals and objective accountability. Whitaker
supports: the strategic initiatives developed by ASNT’s Board;
innovations for funding these initiatives; advancements in training
via electronic delivery; effective communication with all organizations;
and a world class certification program.
Ricky L. Morgan
“ASNT
is in a good place,” says Ricky L. Morgan, candidate for Secretary/Treasurer.
He acknowledges that the Society is on sound financial footing and that
the strategic vision provides clear direction. However, he recognizes
challenges to confront including workforce development, certification
development and harmonization, and the implementation of emerging technologies.
For ASNT to continue to grow, stay relevant domestically and abroad,
and promote the importance of NDT to society, the Board of Directors
and staff have to work with members and associated societies. Morgan
believes with the right leadership ASNT is well positioned to handle
these challenges. Knowing that no one person alone can lead an organization
as diverse as ASNT, he wants to help lead ASNT into the future and would
be honored to serve as Secretary/Treasurer in this crucial time.
Morgan has been employed with Smith-Emery
Company in Los Angeles since 1994. With over twenty years of NDT experience,
he’s earned a reputation as a leading structural steel inspector.
He holds ASNT NDT Level III certificates in MT, PT and UT, is an AWS
Certified Welding Inspector, and is an ICC Certified High Strength Bolting
and Structural Steel Inspector.
A member of ASNT since 1987, Morgan has
been very active in the Society. He served on the Board of Directors
from 2004–2007, as Section Operations Council Chair 2004–2006,
and as SOC Awards Division Chair and the Regional Directors Division
Chair. Morgan was Host Committee Chair for the 2005 and 2007 ASNT Fall
Conference and Quality Testing Shows. He’s been a presenter at
each Section Leaders Conference since 2002.
He is currently a member of the Gold Medal
Award Selection Committee, Professional Program Committee and the SNT-TC-1A
Committee. Morgan is Technical Editor of The NDT Technician,
Technicians Advisory Committee Chair, Ultrasonics Committee Vice Chair/
Secretary, Ground Penetrating Radar Committee Chair and a Regional Director.
Since joining ASNT, he has been very involved
with the Greater Los Angeles Section having been through each of the
chairs. Morgan continues that service today as the National Liaison
and Constitution and By-Laws Committee Chair. He sits on the Student
Advisory Board for the Material Science Department at Don Bosco Tech
and has been involved with two joint Material Science Camps through
ASM International.
He received ASNT’s Technician of
the Year Award in 1998 and was named an ASNT Fellow in 2003.
Morgan holds memberships in the American
Welding Society, American Institute of Steel Construction and the American
Legion.
Together, he believes, we will create
a safer world.
DIRECTORS AT LARGE
James R. (Rick) Cahill
James
R. (Rick) Cahill, nominated as a Director at Large to the ASNT Board
of Directors, has worked in the NDT business and been a member of ASNT
for 28 years. In 1980, as a transducer engineer with Sonic Instruments,
Inc., he was an active member of the Greater Philadelphia Section. In
1988, Cahill took a job as Transducer Product Manager with Krautkramer
Branson. He transferred his ASNT membership to the newly formed Susquehanna
Valley Section, where he got involved with the Section by serving as
the Education Chair. Since then, he has been actively involved in local
and national ASNT activities. Cahill is currently Director of Region
3, and serves on the Ultrasonics and Electromagnetics Committees. He
was a reviewer of the UT volume of the NDT Handbook and is involved
with the IIW phased array handbook committee. He has served as chair
(1993–94, 1994–95, 1997–98), treasurer and director
(1998–2008) of the Susquehanna Valley Section. Cahill was inducted
into the 1998 ASNT Class of Fellows.
Cahill holds a B.S. degree in Education
from Millersville State College and briefly taught electronics in the
Downingtown School District. Cahill is currently employed with GE Inspection
Technologies, Lewistown, Pennsylvania as the Global Transducer Engineering
Manager, where he has management responsibility for transducer development
activities in Huerth, Germany and Lewistown, Pennsylvania. He has held
various managerial positions throughout his career, which will help
him, serve the Society as a Director.
Morteza K. Jafari
Nominee
for Director at Large, Morteza Jafari is a senior registered professional
engineer with over 25 years of experience in mechanical engineering,
quality assurance, quality control, nondestructive testing, inspection
and auditing of survey and non-survey items within the power and petrochemical
industries. Jafari graduated with a Bachelor of Science degree in Nuclear
Engineering from the University of Oklahoma. He is a Registered Professional
Engineer in the State of Texas and holds ASNT NDT Level III, ACCP Professional
Level III, and TÜV Level 3 certification in MT, PT, RT and UT.
He also is an American Welding Society Certified Welding Inspector (CWI).
Jafari has been an active member of ASNT for over 20 years and is an
ASNT Fellow.
His ASNT participation began in the Greater
Houston Section, serving as Education Committee chair and as a director
at large. He also served through the Section’s leadership chairs.
His national involvement has been with Technical and Education Council
and the following committees: Chemical and Petroleum, Visual Testing,
Emerging Technologies, Ultrasonics and SNT-TC-1A. He has served
as T&E Council secretary/treasurer and chair from 2003 through 2007
and also served as a member of the ASNT Board from 2004 through 2006.
Jafari has been involved with organizing a number of topical conferences
and has been a technical speaker at Spring and Fall Conferences as well
as at ICPIIT and the Advanced UT topical conference. He believes that
the ASNT leadership must consider the wishes of the membership when
adopting new policies or reviewing existing ones. Further, he thinks
ASNT growth should be the foremost philosophy of the Society’s
leadership. With the ever-changing global environment, Jafari believes
that ASNT should realize the growth potential through innovation, research
and new programs. Doing so is how the Society will remain healthy and
prosperous for years to come.
Michael E. McDaniel
Michael
E. McDaniel, nominated for Director at Large, is a Senior Manager of
Safety and Mission Assurance for Pratt & Whitney–Rocketdyne
at Stennis Space Center in Mississippi. McDaniel received a Bachelor
of Science degree in Nondestructive Testing from Athens State College
and a Master of Administration degree in Industrial Management from
Lynchburg College.
McDaniel started his NDT career as an
NDT Engineer with Babcock & Wilcox Naval Nuclear Fuel Division in
Lynchburg Virginia. In 1986, he joined EG&G Florida as an NDT Engineering,
where he was promoted to manager of the NDT operations. In addition,
he is an ASNT NDT Level III in ET, LT, MT, PT, RT, UT and VT. He has
also been awarded the Silver Knight of Management from the National
Management Association and the National Aeronautics and Space Administration
(NASA) Public Service Medal, which is the highest award given by NASA
to a non-NASA employee.
McDaniel joined ASNT as a student member
in 1985 and was actively involved with the Central Virginia and Central
Florida Sections, where he served as the Section chair, vice chair and
secretary/treasurer and as the chair of various other Section committees.
McDaniel is currently a member of the New Orleans Section. He has also
been actively involved with ASNT at the national level by serving as
the chair of numerous NDT method and personnel qualification committees.
In addition, McDaniel has been an active member of the ASNT/ANSI Standards
Development Committee since 1995, where he has served as the vice chair
in 1997 and from 1998 to the present has served as the chair. Other
past involvement with ASNT has included being the chair of the Host
Committee for two ASNT national conferences in Orlando, Florida.
COUNCIL REPRESENTATIVE DIRECTORS
Shant Kenderian
Nominated
for Council Director from the Research Council, Shant Kenderian received
his B.S. in Production Engineering and Metallurgy from the University
of Technology in Baghdad, Iraq, in 1985. He earned an M.S. in Manufacturing
Engineering and Technology from California State University, Los Angeles,
in 1996, an M.S. in Materials Science and Engineering from the Johns
Hopkins University in 2002 and a Ph.D. in Materials Science and Engineering
from the Johns Hopkins University in 2002. During the last five years,
he has published more than twenty papers in technical and research journals.
He holds two US patents and two provisional US patents.
Kenderian’s professional experience
includes ten years in manufacturing engineering in the apparel, jewelry,
cosmetic and aerospace industries. He obtained Professional Engineering
licensure in the discipline of manufacturing engineering from the state
of Maryland in 2000. His professional experience also includes nine
years in NDE with the Johns Hopkins University and serving as a consultant
to various facilities including the Jet Propulsion Laboratory. Currently,
he is manager of Materials Physics and NDE Section in the Materials
Processing and Evaluation Department at The Aerospace Corporation in
El Segundo, California.
A member of ASNT since 2000, Kenderian
has served as vice chair of the ASNT Research Council. He was the recipient
of an ASNT Fellowship Award in 2001 and received the ASNT Research Council
Award for Innovation in 2006.
Raymond G. Morasse
Raymond
G. Morasse, nominated for Council Director for the Section Operations
Council, began his career as a radiographer in the shipbuilding industry
in San Diego in 1973. He is currently the Quality Manager for Hyspan
Precision Products, Inc. and also serves as their Safety Manager, Corporate
NDT Level III and Welding Engineer. Hyspan Precision Products is a manufacturer
of metal expansion joints and piping system compensating components.
He has been with Hyspan for 15 years.
Morasse has served on the board of directors
of the San Diego Section since 1985, currently serving as newsletter
editor and awards chair. He has served as the chair of the San Diego
Section three times and has been a speaker on several occasions.
He holds a bachelor’s degree in
business administration, with a major in manufacturing and operations
management and a minor in finance. He also has a degree in quality and
NDT. Morasse is an ASNT NDT Level III in ultrasonic testing.
Morasse has been serving on the Section
Operations Council (SOC) since 2000 and is currently the Chair of the
Council and of the Section Management Division. He is on the Technicians
Advisory Council and has written and reviewed several articles for The
NDT Technician (TNT) newsletter. He is the chair of the Mentoring
Award Committee. He has served on conference Host Committees for conferences
held in Los Angeles, San Diego, Las Vegas and Columbus. Morasse was
selected as an ASNT Fellow, Class of 2003. He has attended and presented
at many Regional Planning Meetings and Section Leaders Conferences.
In addition to ASNT, Morasse has served
as a judge in the annual San Diego Science Fair and been on the board
of directors of the San Diego Engineering Society. He has been a member
of the San Diego Community College Metal Trades Advisory Board and also
served as their chair.
Thom Schafer
Thom
Schafer, nominated for Council Director from the Technical and Education
Council, is a Project Engineer and Lead NDT Level III for ManTech International
Corporation, Space Systems Division, and Aerospace Technology Applications
Center at NASA Goddard Space Flight Center in Maryland. He received
his Bachelor of Science in Mechanical Engineering in 1971 from Marquette
University.
Schafer spent the early part of his career
in the nuclear power industry as a construction and welding engineer.
For the past 20 years, Schafer has been Lead NDT Level III as well as
the Principal Pressure Systems Engineer for ManTech ATAC. As Lead NDT
Level III, Schafer is responsible for development and maintenance of
the written practices for training and certification of ManTech’s
NDT inspectors as well as being the certifying authority for the inspectors.
He is responsible for NDT of flight hardware and ground support equipment.
Schafer is an active participant on the NASA Pressure Systems Working
Group, as well as the NASA Lifting Devices and Equipment Working Group.
Schafer has been active in ASNT on the
national level since 1994. He currently is Chair of the T&E Council,
and is the T&E Council Director on ASNT’s Board of Directors.
Schafer also chairs the Educational Publications Committee and is an
active member of the MT/PT, Visual, and SNT-TC-1A Review Committees,
as well as the Ground Penetrating Radar Committee and the Technicians
Advisory Committee. He is a past chair of the T&E Methods Division
and the SNT-TC-1A Interpretations Panel. Schafer has served
on the Board Selection Committee, Strategic Planning Committee, and
is a member of the Young NDT Professional Award Committee. Schafer has
been a co-instructor for two post-conference seminars and a short course,
and has presented several papers at ASNT international conferences and
symposia. Schafer is an ASNT NDT Level III in MT, PT, and VT.
David J. Vigne
Nominee
for Certification Management Council Director to the Board, David J.
Vigne has over thirty years of NDT and quality assurance experience
in the power generation, manufacturing/fabrication, construction, and
aerospace/defense industries. Employed by National Inspection &
Consultants, Inc. (NIC) in Fort Myers, Florida, he has been NIC’s
Management Representative at various field sites and served as President
& General Manager of a sister company, NIC Testing Services, Inc.
Throughout his career in the NDT/QA services
arena, Vigne has worked as a quality control inspector and NDT technician,
vendor surveillance examiner, radiation safety officer, facility security
officer, Level III consultant and quality systems auditor.
Vigne is an ASNT NDT Level III in five
disciplines and holds ANSI N45.2 certification as both a Level III and
a Lead Auditor. He was certified by the Electric Power Research Institute
(EPRI) as a Visual Testing Level III and NDE Instructor, as a certified
Quality Systems Auditor through the Registrar Accreditation Board (RAB)
and AIAG (QS-9000), and as a Certified Welding Inspector by the American
Welding Society (AWS).
Vigne has held various officer and committee
chair positions in the Pittsburgh and Cape Canaveral Sections of ASQ
and ASNT. For ASNT, currently he serves on the Certification Management
Council (CMC) as the ACCP Division Chair and Chair of the Level III
Basic Exam, and is the liaison between the SNT-TC-1A committee
and the CMC.
