The Case for Smarter Structural Repair

Lance Luke, PhD, brought two research threads to the 20th Structural Faults + Repair Conference in Edinburgh last month: a forensic framework for determining when corroded concrete structures require replacement rather than repair, and an AI-driven monitoring system designed to detect structural deterioration before it becomes critical. Luke, principal of Construction Management Inspection (CMI) LLC, was among more than 130 delegates from over 25 countries who gathered 9–11 June at the Royal Society of Edinburgh for the conference, which has convened since 1983 as a leading international forum on structural health monitoring, nondestructive testing (NDT), and infrastructure life extension.

Luke’s first presentation, “Extending the Life of Concrete: Modern Strategies for Preventive Design, Diagnostics, and Sustainable Repair,” centered on a forensic milestone with direct implications for structural safety: the 15% rebar cross-section loss threshold. Drawing on high-exposure environmental case studies, Luke demonstrated that once 15% or more of a rebar’s cross-sectional area is lost to corrosion, full replacement is required to maintain structural integrity and uphold safety standards. The research addresses what Luke describes as a universal challenge in infrastructure asset management—determining at what point repair gives way to replacement.

His second presentation introduced the “Digital Symphony” framework, which integrates NDT with digital twin models and machine learning to detect early indicators of structural failure. The framework reflects a broader shift in the field toward predictive rather than reactive maintenance, allowing engineers to anticipate deterioration before it becomes critical.

“Participating in this historic conference series allows us to align global forensic challenges with international engineering standards,” said Luke. “The Royal Society of Edinburgh is the perfect venue to bridge the gap between traditional repair methods and the future of AI-driven structural health monitoring.”

Luke, who has more than 45 years of experience in forensic engineering and construction management, presented alongside international experts on structural health monitoring, NDT, and building and bridge life extension. He is a recognized authority on concrete spalling, building envelope integrity, and the application of AI in construction management.
