The recent expansion of 529 College Savings Plans marks a major step forward for learners pursuing professional credentials and certifications. For the first time, funds from 529 plans can be used to cover postsecondary training and credentialing expenses—including examination fees, license fees, and continuing education required to maintain certification.

This change, included in the federal Freedom to Invest in Tomorrow’s Workforce legislation, makes 529 plans a more flexible and accessible way to save for career-supporting education and credentials—not just college tuition.

What Has Changed?

Previously, 529 plans were primarily restricted to higher education expenses, such as college tuition. Under the new law, Section 529 of the Internal Revenue Code has been amended to include qualified expenses for postsecondary credentials.

This transforms the 529 from a college savings plan into a career savings plan, allowing individuals and families to save tax-free for credentialing at any stage of a career.

What Costs Are Covered?

Funds can now be used for expenses tied to obtaining or maintaining a recognized postsecondary credential. This includes:

Enrollment fees for certificate training programs.

Testing Fees

Costs for examinations required to obtain or maintain a credential.

Materials

Books, supplies, and equipment required for enrollment or attendance.

Maintenance & Renewal

Fees for continuing education (CE) if required to maintain the credential.

Eligible ASNT Certifications

To qualify, a credential generally must be industry-recognized and accredited by bodies such as ANAB or NCCA. ASNT offers globally recognized certifications that validate NDT competence.
